Wei Boon is Chief Executive of the Government Technology Agency of Singapore (GovTech), the lead agency driving Singapore’s Smart Nation initiative and public sector digital transformation. He is passionate about enhancing the digital ecosystem to accelerate Singapore’s digital transformation. Prior to joining GovTech, Wei Boon served as the Chief Executive of Centre for Strategic Infocomm Technologies (CSIT) at the Ministry of Defence (MINDEF), where he led R&D in infocomm and infosecurity technologies for government agencies to support national security needs. He also held several key positions within MINDEF, including Director of Technical Projects, where he helped deliver critical capabilities for the defence and security sector. In recognition of his contributions, he was awarded the Public Administration Medal (Silver) in 2015. Wei Boon is a PSC scholar with a Master of Information Systems Management (Highest Distinction) from Carnegie Mellon University, USA, and a Bachelor of Information Science from the University of Tsukuba, Japan. In 2022, he completed the Stanford Executive Program.

Ashley Kramer serves as the Chief Strategy & Marketing Officer at GitLab Inc. (NASDAQ: GTLB). Evan You is an independent open source developer currently based in Singapore. He is the author and team lead of two of the most influential projects in the web frontend / JavaScript ecosystem: Vue.js and Vite. Evan started his career at Google Creative Labs in New York and then as a core developer at the open source JavaScript framework startup Meteor. In 2016, Evan set out to work full time on his own open source projects. Since then, his work has profoundly impacted how modern web apps are built. Vue.js is one of the most widely used frontend frameworks alongside competing solutions from Meta and Google, while Vite has become the build tool of choice and a shared foundation for the next generation of fullstack JavaScript frameworks. Today, Vue.js and Vite are used by millions of developers around the world and together are downloaded more than 17 million times per week.

Steve educates teams on the strategy and specifics of developing secure software. He practices security at every stage of the development lifecycle by leading sessions on threat modeling, secure architecture and design, offensive research, and defensive programming techniques. Steve's passionate about helping organizations identify and reduce risk from the software supply chain. He is an open source advocate and leads the OWASP Dependency-Track project, OWASP Software Component Verification Standard (SCVS), and Chairs the OWASP CycloneDX Core Working Group and Ecma International TC54. Steve serves on the Board of Directors of the OWASP Foundation where he helps drive the continued growth of the foundation and the pursuit of its mission to make secure software a reality through open collaboration, education, and innovation.

Hunter is a Distinguished Engineer at the Government Technology Agency of Singapore, where he helps leads the Cloud and DevOps Centre of Excellence. Prior to joining the Government, he ran businesses in Asia and Australia focusing on Cloud Infrastructure, Digital Transformation, and R&D. He is a former CNCF ambassador and remains actively involved in various open-source foundations.

Bradley Anstis is a cyber security specialist at Cisco covering the APJC region. He works with customers and partners to ensure they are making best use of the current technologies available to them to maximize protection for their organizations and end-users. Based in Sydney, he has been in the security industry for over 20 years, covering predominantly email and web security during that time and recently expanding into vulnerability management, incident management and XDR areas. Bradley brings a diverse range of skills from product management, running security research teams, defining strategic direction, pre-sales, and sales. His career has seen him based in the US and well as the UK and working with partners, customers, and other vendors across the world. He has presented at many major security conferences globally and has been frequently interviewed in media.

Chen Chen is a Senior Solution Architect with GovTech's Solution Architect Office. In this role, he regularly reviews system architecture, performance test results, and security test outcomes, primarily in AWS environments. This ensures that development processes, procedures, and systems are designed to comply with requirements, policies, and standards. Additionally, he develops some mini-tools to help projects in improving the project quality outcome.

Vighnesh is a Senior Solution Architect with GovTech's Solution Architect Office. In this role, he has played a key part in developing and implementing Infrastructure as Code (IaC) solutions, optimizing project processes, and ensuring compliance with evolving standards. His expertise extends to reviewing application architecture, performance testing, and security assessments, providing agencies with innovative solutions and best practices to enhance project outcomes.

Kendrick Lee is Group Chief Information Officer of the Ministry of Trade & Industry, Singapore. The ministry’s vision is to make Singapore a leading global city, supported by a dynamic economy with world-class and innovative enterprises. He is concurrently Cluster Director at the Government Technology of Singapore (GovTech) overseeing agencies in the Trade & Industry ministry family. In his role, Kendrick provides executive information technology and digitalisation leadership to the ministry and her ten agencies, sponsors and drives implementation of digital plans, supports secure delivery of business/IT transformation, and develops capability of her workforce. He also serves industry as adjunct lecturer of digital product strategy at the Institute of Systems Science (ISS-NUS) and technical working group member of "Trustworthy Digital Infrastructure for Identity Systems" project with The Alan Turing Institute. He is immediate past director of the National Digital Identity (NDI / Singpass) programme at the Government Technology Agency of Singapore (GovTech), which includes the Myinfo data platform, one of eight strategic national projects that drives Singapore’s Smart Nation vision.

Shaun Khoo is a Data Scientist in the AI Practice, under the Government Technology Office (GTO) of GovTech. He co-leads the Responsible AI team, which focuses on exploring new technologies and distilling best practices for developing responsible AI systems, especially in the areas of safety and fairness. Outside of work, Shaun has also co-published an academically reviewed paper on algorithmic fairness and AI governance.

Sheila works as a Data Scientist in MPA, on projects in the field of Generative AI, Time-Series Forecasting, and Deep Learning. She holds a Masters degree in Data Science from Columbia University, and has previously worked in the field of machine learning in big tech and quantitative funds in the United States. In November 2023, she won GovTech Singapore's inaugural LLM Prompt Engineering competition, and wrote an article on Medium about her insights and strategies. It was the #1 most-read article on Medium within the month of publishing, amassing 100k readers in a week.

Adarsh Janakiraman is one of Microsoft’s AI Global Black Belts based in Singapore. He is an expert practitioner with over a decade of experience in the Data and AI industry, and is dedicated to helping ASEAN customers adopt and scale AI technologies. Adarsh has a keen interest in guiding customers to implement AI responsibly, ensuring ethical practices are at the core of technological advancements.

Chin Yong played the CIO role at EDB. He led the digital transformation at the agency, improving processes and systems. His prior experience includes traditional media, social networking, video streaming, gaming and B2B in data analytics.

Lillian Shieh is a design researcher, product strategist and service designer. She currently leads the Design Practice at GovTech, supporting designers, promoting best practices, and exploring emerging technologies for developing digital services for citizens, businesses, and public officers. Her experience includes collaborating with the World Health Organization and Pacific member states to build innovation capabilities. She also built and led Johnson & Johnson's Asia Pacific Design Lab, integrating design methodologies into business processes and establishing design as a strategic function. As a researcher and strategist, Lillian has led teams that created successful new product and service concepts for clients like J&J, Intel, Telefónica, and Samsung. Her approach, rooted in systems thinking, team development, and experimentation, enables trusted partnership and meaningful outcomes.

Dr. Yongjun Zhao is a research scientist at TikTok working on the theories and practices of privacy-enhancing technologies. Prior to joining TikTok, he was a senior research fellow at Strategic Centre for Research in Privacy-Preserving Technologies & Systems (SCRIPTS), Nanyang Technological University.

Hock Chuan leads the LAUNCH! initiative at GovTech, driving innovation through ideathons and hackathons that transform creative ideas into impactful public sector solutions. With over 15 years in public service, Hock Chuan has a strong background in technology, having previously led data teams at GovTech and Ngee Ann Polytechnic.

TeckChun is currently leading Engineering Excellence in NCS Group, under Application Architecture Practice, with a charter to uplift engineering practices & developer experience across NCS teams. Sustainable green software practices are part of that charter. TeckChun has led product engineering teams, delivering solutions and products in domains such as asset management, energy management & telco. He has also helmed internal platform teams driving engineering productivity in his previous roles, as well as leadership roles in architecture, ICT portfolio management focusing on SP Power, power grid line of business. In his free time, he is a casual tinkerer and a tech community organizer for Golang Singapore and Data Engineering Singapore meetup groups. His most recent stint is leading a team of like-minded volunteers in organizing GopherCon Singapore 2023, which gathered over 250 developers from the region in attendance.

Michael joined Goldman Sachs in 2023 and leads SDLC’s Secure Supply Chain initiative. He has over 15 years of experience as a software engineer at a number of global banks and hedge funds. Michael has an MEng in Engineering and Computing Science from St John’s College, University of Oxford.

Richard leads Software Development Lifecycle (SDLC) Engineering. He joined Goldman Sachs as a managing director in 2020. Prior to joining Goldman Sachs, Richard worked at Compare Asia Group, where he served as chief technology officer. Richard has more than two decades of experience, working as a systems architect and an advisor in multiple industries, including fintech, insure-tech, edu-tech, payments and video games, ranging from global institutions to seed stage. He was also previously global head of Trading Technology at Macquarie, and held positions at Daiwa and Merrill Lynch. Richard advises several portfolio companies as well as leading regional venture funds. Richard earned an MSc in Advanced Computing at Imperial College London.

Brian Lim is the Managing Director and APAC GM of Primer AI. In his role, he advises governments, corporates and startups on AI strategy and product development. Prior to joining Primer, Brian was Senior Vice President and Head of GIC Labs, the in-house innovation labs of GIC, where he led research, prototyping and evaluation of emerging technologies (including AI/NLP). He started his career in the Singapore Ministry of Finance. Brian also works closely with the local AI ecosystem, holding various advisory and teaching roles: - Mentor, Singapore-MIT Alliance Research & Technology (SMART) Innovation Centre - Industry Advisor, SUTD Social AI Studio - Adjunct Faculty, SMU - Masters in Quantitative Finance programme Brian holds a Master of Science in Computational Engineering from the National University of Singapore (NUS) and a Master of Science in Computation for Design and Optimization from MIT.

Paul is a Principal Solution Architect with GovTech. He has more than 20 years' experience designing, developing and implementing Whole-of-Government systems such as Singpass, Government Web Services Exchanges, Unique Entity Number (UEN) and agency systems. He presently leads a team of Architects deployed in different agencies.

Chen Xuanyi is an Information System Professional with over 10 years of diverse experience in software engineering, technical leadership, and project management. He successfully led his team to redevelop one of the Housing & Development Board’s (HDB) most critical public-facing systems, Salesform, in the cloud, significantly enhancing its scalability and reliability. Xuanyi holds a Master in Software Engineering from the National University of Singapore and a BSc in Information Systems Management and Advanced Business Technology from Singapore Management University. Currently serving as a Senior Software Engineer and Technical Lead at HDB, Xuanyi excels in cloud architecture, DevSecOps practices, and modernising legacy systems. He is a PRINCE2-certified project manager known for his ability to lead cross-functional teams, ensure code quality, and drive innovation through agile methodologies and cutting-edge technologies.

Joe Tan is a seasoned Technical Lead at HDB, with over four years of experience in architecting and solutioning for the migration of legacy systems to the cloud. His expertise spans cloud computing, system architecture, and the seamless transition of critical applications to modern infrastructure. Joe is dedicated to driving technological advancements and optimising system performance, ensuring robust and scalable solutions for complex challenges.

Tommy currently serves as a Technical Product Manager at HDB. In this role, Tommy is involved in the digitisation of the HDB Flat Portal, streamlining the home-buying journey for Singapore residents. Previously, Tommy was a Technical Lead at Nowcomms Asia, where he spearheaded the development of a SaaS events platform that garnered over 10,000 registrants globally. He also co-founded CodeKakis, managing its business growth before the company's acquisition by Nowcomms Asia.

Yilun is a software engineer in TechPass who dabbled in mixed reality with sensors, graphic tools, video analytics sensor assembly & is now designing IAM solutions. She is a curious problem solver, will do anything to cycle from state to state, hike from peak to peak but have a hard time from getting off the couch.

As the Global Chief Information Officer of Thoughtworks, Jessie provides leadership for the continued development of global internal information, and digital technology strategy and initiatives throughout Thoughtworks. She also partners with other global leaders to drive the company's digital transformation journey.

Bing Wen is a geek at heart who has many interests and loves building things that have meaningful impact. In his day job, he's part of the Frontier Products Team at CPF Board, helping to push the boundaries of tech and product in the organisation. In his spare time, he runs CheckMate, a ground-up #techforgood initiative dedicated to fighting scams and misinformation.

Ilkka Turunen is the Field CTO at Sonatype. His background is in software and systems engineering, acting as an architect for several commercial projects. He's helped define everything from the software design to webscale infrastructure architectures and regularly works with companies across the world to understand and improve their software supply chain and continuous delivery pipelines.

Tok Wee Hyong is Partner Director of Products, with the Cloud and AI organisation at Microsoft. He is a seasoned Data and AI leader with a proven track record of running successful businesses and growing it from zero to sustained industry leadership positions. He is the author of more than 10+ books, covering topics ranging from products and artificial intelligence including: "Practical Weak Supervision", Practical Automated Machine Learning", and more. Prior to his current role, Wee Hyong led AI strategy and innovation. He was Head of AI Labs, where he led a global team of data scientists to deliver cutting-edge AI solutions from customers spanning different industries. Wee Hyong co-founded the AI for Earth Engineering and Data Science team, which seeded the foundation for many of the AI for Good initiatives, in using AI to solve some of the world's toughest sustainability challenges using AI/ML. Wee Hyong has a PhD in Computer Science from National University of Singapore.
